ecr.Image: expose pulumi-docker-build Image.push property

Unfortunately, we are impacted by the issue in pulumi-docker-build and the only workaround for now is to set pulumi-docker-build Image.push property to not pulumi.runtime.is_dry_run() (in Python). Otherwise the images are not built during previews.
